    What does 7% preference shares imply to an investor like me. If I buy these shares am I guaranteed return of 7% per share, per annum.

      Yes, but it's 7% of the par value, that is, the original value at which you purchased the shares, not its current market value. There is an implied guarantee only if it's cumulative.
